Les prix ont été remis aux communes lauréates des 10 régions du Cameroun le 08 novembre 2019, au cours d’une cérémonie solennelle présidée par le Ministre de l’Economie, de la Planification et de l’Aménagement du Territoire, Alamine Ousmane Mey.
The third edition of the Performance Window organised by the National Community-Driven Development Programme awarded 30 councils, ie 03 per Region. 20 of them received the performance bonus of CFAF 50 million each and 10 others, including one per region, each received the best progressiveness bonus of CFAF 25 million. A total of CFAF 1.250 billion was therefore given to winning communities to reward their performance in the areas of budgetary and accounting management, governance and ownership of the PNDP's approach, especially the one for community-driven development process.
The council of Bascheo, followed by Pitoa in the North Region, recorded the highest performance score in this 2019 edition of the Performance Window. In his speech, MINEPAT welcomed the Councils’ support for this initiative but above all, efforts they made to improve their performance. Indeed, the third edition of the Performance Windows shows a positive assessment with a clear increase in the participation rate, from 92.5% in 2017 to 95.33% this year, and a national average score for councils, which rose from 32 points in 2017 to 45 points in 2019. This sufficiently reflects the vitality and emulation created by this new performance-based funding counter.
Note that the Performance Window was established in 2017 as part of the third phase of the PNDP, to supplement the Equity Gate in force since the first phase. It was designed by the PNDP, with the support of the World Bank and other technical and financial partners, to urge and encourage local authorities to promote and adopt efficient management methods for Cameroonian local authorities.
It is a healthy competition open to all 360 councils in Cameroon according to common criteria in order to give a greater impetus to local development.
